申请条件
Foreignerswho hold valid permanent residence certificates and have not losttheir permanent residence qualifications in China may apply for areplacement or re-issuance of their permanent residence certificatesif they meet one of the following conditions:
外国人持有效永久居留证件，且未丧失在中国永久居留资格规定情形的，有下列条件之一，可以申请换发或者补发永久居留证件：
1.Thevalidity period of the Permanent Residence ID has expired;
1.外国人永久居留证件有效期满；
2.Changesto the Contents of Permanent Residence ID;
2.外国人永久居留证件内容变更；
3.Damaged or lost the foreigner's permanent residence ID.
3.外国人永久居留证件损坏或遗失。
Applicationmaterials (in triplicate)
申请材料（一式三份）
1.Fill in the "Application Form for Renewal or Reissuance ofResidence Permit for Foreigners", and submit 4 recent colorphotos (size: 48×33mm) of the applicant who have passed thetest without a hat and blue background;
1.填写《外国人换发或补发居留许可证件申请表》，提交经检测合格的申请人近期正面免冠蓝底彩色照片（规格为：48×33mm）4张；
2.Valid passport
2.有效护照；
3.The Foreigner’s Permanent Residence ID;
3.外国人永久居留证件；
4.Proof materials before and after the change of relevant information(submission of content change);
4.相关信息变更前后的证明材料（内容变更类提交）；
5.Theloss report certificate issued by the public security organ of theplace where the loss was reported, or the loss statement written andsigned by the person (submission of lost documents);
5.报失地公安机关出具的报失证明或本人书写并签名的遗失说明（遗失证件类提交）；
6.Other certificates deemed necessary by the public security organ.
6.公安机关认为必须提交的其他证明。

Applicationsfor renewal or reissuance of certificates shall, in principle, beaccepted by the original accepting authority, and if the long-termresidence has indeed changed, the public security authority at thecurrent residence may also accept the application.
申请换发或补发证件的，原则上应由原受理机关受理，对长期居留地确已发生变化的，也可由现居住地公安机关受理。

注意事项
1.Theapplication form must be filled in with a black pen or signature pen,and the originals should be submitted; other materials should be intriplicate, and copies (A4 size) of the originals must be submittedfor inspection, and the original materials must be submitted asrequired.
1.申请表须用黑色水笔或签字笔填写，提交原件；其他材料一式三份，须交验原件提交复印件（A4规格），注明提交原件的材料须按要求提交。
2.Thecertificate issued by the relevant foreign institution must beauthenticated by the Chinese embassy or consulate in that country.
2.外国有关机构出具的证明须经中国驻该国使领馆认证。
3.Foreignlanguage materials must be translated into Chinese, and the officialseal of the translation company should be stamped on the translationand the copy of the translation company's business license.
3.外文材料须翻译成中文，并在翻译件及翻译公司营业执照复印件上加盖翻译公司公章。
4.Ifthe applicant needs to print the Chinese name on the foreigner'spermanent residence certificate, he should fill in "the Chinesename should be printed when making the certificate: XXX" in the"Other ItEMS to be Explained" column on the applicationform, otherwise, fill in "None".
4.申请人如须在外国人永久居留证件上打印中文姓名，应在申请表上“其他需说明的事项”栏目中填写“制证时需要打印中文姓名:XXX”,否则填写“无”。
5.Foreignerswho hold the Permanent Residence ID certificates should apply for areplacement within one month before the expiration date of thecertificate; if the content of the certificate is changed, theyshould apply for a replacement within one month after the change ofcircumstances; if the certificate is damaged or lost, they shouldapply for a replacement in time. hair or replacement.
5.持有外国人永久居留证件的外国人应当在证件有效期满前一个月以内申请换发；证件内容变更的，应当在情况变更后一个月以内申请换发；证件损坏或遗失的，应当及时申请换发或者补发。
Timelimit for processing: If the Permanent Residence ID expires, thecontent is changed, damaged or lost, the public security organ willrenew or reissue the certificate within one month if there is no lossof permanent residence qualification in China after review; relevantmatters require the public security organ If the investigation isverified, the investigation time will not be counted as working days.
办理时限：外国人永久居留证件有效期满、内容变更、损坏或者遗失的，公安机关经审核对没有丧失在中国永久居留资格规定情形的，一个月以内换发或者补发证件；有关事项需要公安机关调查核实的，调查时间不计入工作日。
Fees:300 yuan per person for Permanent Residence ID; 600 yuan per personfor Permanent Residence ID if lost or damaged.
收费标准：外国人永久居留证件300元/人；丢失补领或损坏换领外国人永久居留证件600元/人。
